Private PreKindergarten Partnerships

Act 166: Universal PreKindergarten

Public funding for prekindergarten is for a maximum of 10 hours per week for 35 weeks per year of high quality early learning following the sending school district’s academic calendar.  In order to qualify for funding your child must attend a Pre-Qualified program for at least 10 hours per week.  Your child must be at least 3 years of age on or before September 1st for the school year in which you are requesting public funding.

It is the parent’s responsibility to enroll their child in a Pre-Qualified Program.  The program your child attends cannot charge you for the 10 hours per week, 35 weeks of Prekindergarten; however time beyond this allotment is your responsibility. To locate a Pre-Qualified Program visitBright Futures Non-Profit. Please inquire directly with the preschool Director to determine if they currently partner or plan to partner with WCSU under Act 166.

Alternatively, WCSU has tuition free publicly funded prekindergarten for 3 & 4 year olds at Townshend Elementary, Wardsboro Elementary, and Dover Elementary Schools.  These full time programs may be free for your child depending on your residency. To enroll in one of our public prekindergarten programs instead, please visit the WCSU New Family Enrollment Page.

However, if you’re interested in applying for Universal Prekindergarten funds to attend a Private Prekindergarten Program, follow the steps below

Steps to Apply

The first step is to identify an approved Private Prekindergarten Program (see list below), and apply to them directly. Then you can apply for UPK funding by following these steps:

◻ Fill out this Universal Prekindergarten Online Form.

◻ Complete this Affidavit Concerning Pupil Residency and produce the supporting documentation listed on the Application Check Sheet.

You can either upload and email these items to our UPK Coordinator (Donna Albin) or bring them to our Central Office

All required forms and documentation must be received by the Windham Supervisory Union no later than 30 days after your student’s enrollment in order to receive the full year funds.

Otherwise, the funding will be prorated from the date the complete enrollment packet is received.
